Rather than truck in exoneration or not, of which there is NONE to speak of, in order to put things in perspective, and fully appreciate the circumstances involved in the Mueller report, one needs to take a small step back and ask some questions.
How did current AG William Barr arrive in the position to determine if Mueller's investigation contains anything constituting a crime on the part of POTUS 45 or his team? Flashback...
Barr concluded that it doesn't matter what actually happened and contended that any potential wrongdoing (actus rea and mens rea) viz. collusion, conflict of interest, obstruction, firing Comey, etc. can somehow be protected by privilege under...
the execution of facially lawful exercises of the Presidents constitutional discretion, and all exercises of prosecutorial discretion by his subordinates. Alrighty then, in the execution of your constitutional duties, please do...
Flash forward, over last weekend POTUS 45 got a non conspiratorial Russian influence nod, mixed with subtle tones of potential obstruction from Mueller.
Alrighty then, nothing like feathering your own nest and leaving the fox or Simon Bar Sinister in charge of the hen house? With regard to Mueller's almost two year investigation, somehow, this comes to mind?

On December 7, 2018, POTUS 45 announced his nomination of William Barr for Attorney General to succeed Jeff Sessions. Michael Isikoff and Daniel Klaidman reported that Trump had sought Barr as chief defense lawyer for Trump regarding the Mueller investigation in 2017.
The Senate Judiciary Committee held a vote on Barr on February 7, 2019. Barr was reported to the Senate on a 12–10, party-line vote. Barr was confirmed as the next Attorney General on February 14, 2019, by a 54–45 near party-line vote. - WikipediaFlashback six months prior to his nomination, on June 8th, 2018 Barr wrote and sent an unsolicited memo to the Attorney Generals office. Said nineteen page memo detailed Barr's opinion that the act of firing FBI director Comey who was overseeing an active investigation, could not be obstruction in the "classic" sense. Further, unless collusion could be proven first, POTUS 45 should not have to testify under subpoena to Mueller's investigation.
In pursuit of this obstruction theory, it appears that Mueller's team is demanding that the President submit to interrogation about the incidents, using the threat of subpoenas to coerce his submission. Mueller should not be permitted to demand that the President submit to interrogation about alleged obstruction. Apart from whether Mueller has a strong enough factual basis for doing so, Mueller's obstruction theory is fatally misconceived. - Barr's Memo to AG's office dated June 8th, 2018The latter sentence highlights that Barr's memo holds apart any factual basis, (we don't care what actually happened) and is an individuals opinion of the misconception of a legal theory (smoke, mirrors and legal weasel words).
Barr concluded that it doesn't matter what actually happened and contended that any potential wrongdoing (actus rea and mens rea) viz. collusion, conflict of interest, obstruction, firing Comey, etc. can somehow be protected by privilege under...

While this report does not conclude that the President committed a crime, it also does not exonerate him.... the Special Counsel's decision to describe the facts of his obstruction investigation without reaching any legal conclusions leaves it to the Attorney General to determine whether the conduct described in the report constitutes a crime. As one can read, Mueller's investigation and report yield no conclusions, no exonerations, and any determination is left to none other than... Attorney General William Barr, whom curried favor for his position with POTUS 45 by authoring a publicly vocal dissent to obstruction having been committed by POTUS 45. Somehow this comes to mind...
